吖~应该是单复数都可以，但复数比较正式。牛津字典上是这样说的。。

neither of…后接谓语动词应用单数，如：Neither of them likes fish.
但neither…nor…则要遵循就近原则，即：离动词近的主语决定动词形式，如：
Neither you nor he is a teacher.
neither he nor you are a teacher.
