摘 要：群体性事件已经随社会变迁上升为社会热点性问题，不断严峻化的农村群体性事件不但严重阻碍了农村经济发展,也是转型时期的中国政府治理所面对的重大挑战。由于农村群体性事件带来了众多不良影响，这便要求我国基层政府进行群体性事件的治理。基层政府在群体性事件治理过程中要避免以往治理中的误区，脱离群体政府独大，注重防治结合，强调社会协同，发展人民自治，在不断改革和发展中推进群体性事件的治理模式的逐步形成并成熟化，规范化。
