这两个是不一样的,第一个句子是用于从句中的陈述句语序,第二个是用于主句的正常语序.
第一个句子是不能单独使用的,可以放在从句里.
举例来说,Please don't tell them who we are.请不要告诉他们我们是谁.此时因为who we are充当的是tell的宾语从句,所以要使用这样一个语序.
但是第二个句子是一个完整的句子,可以用来提问,意思是我们是谁?

who are we?是个简单的疑问句
who we are一般用于从句里面，意思都一样，只不过从句里面必须使用陈述语序

发问时用 "who are we?";
(1) Who are we to judge this person's life?
(2)Who are we talking about here?
非问题句子用"who we are":
(1)The way we dress tells who we are.
