首先,主语是单数的,可以排除AB,应该用is.
然后,句子的大概意思就是 奖牌会颁发给赢得比赛的人.
这个人不是指单个人,而是任何人,所以可以选D.
另外,B的anyone who也是可以的.
至于这里用whom可以不可以还有待考证,个人觉得用whom也可以,give to sb. 这里to后面应该用宾格.
