这里就是the riot is said to have done sth ,而且被引起,这是一个被动的形式,所以要用A.to have been caused
C要用to be caused,要加ed,表被动

1.但却实是非谓语修饰主语，也就是主语补足语，也叫定语。

is said说明主句是现在时，只不过是被动，但因为骚乱已经发生了，强调的是结果，to have been caused.是它的被动形式，have 就说明了与骚乱发生的动作相对于IS就是已完成的了。
